WebStudio: improved performance for "Open Table" action in Rules Editor

WebStudio: bug with export module (.xls and .xlsx) via Rules Editor
WebStudio: bug with export file (.xls and .xlsx) via Repository
WebStudio: removed automatic adding of empty <method-filter> tag while editing Rules Configuration of a project
WebStudio: several memory leaks in Repository tree
WebStudio: bug with WebStudio hanging in case any error happens
Core: bug with mechanism of dispatching between rules with properties values overlapped
